today to talk more about their gun control measures and a state of course where many gun control measures failed to pass the legislature. the visit today by the vice president comes one day after senator dianne feinstein from california introduced a new, more strict version essentially of her 1994 assault weapons ban that expired in 2004. the new measure bans more than 150 assault weapons and ammunition magazines with more than ten rounds. >> military style assault weapons have but one purpose and in my view that's a military purpose. >> we're not trying to seize everybody's guns. but we need reasonable gun control in this country. or guess what? it will happen again. >> i'm optimistic. we have the american people on our side and i think that might bring washington together. >> reporter: however, they may have american people on their side, but those inside of

president in richmond today. though we don't know too many details you can only imagine as you alluded to mike, the white house is probably sending the vice president to richmond to get this hardest sell out of the way first. the vice president following this visit will then take his message on the road. it comes just one day after california senator dianne feinstein introduced a new ban on more than 150 assault weapons. but even democrats and biden himself think a ban is unlikely to pass. >> i'm much less concerned quite frankly about what you call app assault weapon than i am about magazines. and the number of rounds that can be held in a magazine. >> the message to democrats is see what your silence does? there will be more of these. these aren't going to end. >> we owe it to our constituents and our country to

try. >> reporter: sandy hook, aurora, colorado, and virginia tech. just three of the many reasons why senator chuck schumer from new york says we owe it to the country to at least try. hear from one local victim coming up at 6:00. mike, angry yea back to you. >> thanks delia. delia goncalves live this morning. d.c. police -- homicide investigators are at the scene of a serious early morning shooting. this is in northwest. this is a live look right now at fifth and nicholson streets where a woman was shot in the head according to police. they got the call just before 3:30 this morning. officers found the woman unconscious and not breathing and they have not moved the victim since our crew arrived there more than an hour ago. so far no information about possible suspects or a motive but obviously the investigation is still underway. metro leaders are proposing new tunnels to help the system keep up with growing demand. in a plan presented to the
5:34 am
agency's board of directors, metro managers expressed a hope for new tunnels in downtown washington in order to separate lines that currently share tunnels. they also want to build express tracks along the silver and orange lines in virginia. the estimated cost would be an additional $740 million a year. it is 5:34. time for another your money report. >> let's do this! or in this case not do it. according to jessica. stop spending money. >> that's right. i don't know if this happens to you sometimes you look at your bank account and you say where's all my money going? >> yeah. >> what's happening at your spending it? you're spending your money and you don't even realize you're doing it. here are some thoughts i want you to consider. you need to be more present when you're spending money. people talk about this being present. and if you can stop these habilitates i promise you, you will have more money in the bank. we're going to start with the common excuse we give ourselves to spend. i'm working so hard. i deserve a treat. well, i use this one a lot on
5:35 am
myself. here's a strategy to counteract that thinking. do you know how much you make an hour? most salaried people don't know this. so here's a gauge. median income in the region is about $80,000. that works out to be $40 an hour give or take. so let's say you want to impulse buy something a new big screen tv for the super bowl for example. if you spend $1,000 on that tv you need to work an extra 25 hours to pay for it. that's not even counting tax. so is that tv worth it to you? more than two extra weeks of work to pay for it. something to think about. another one for you. the i'll just try it on phenomenon. window shopping is a trap. women we love to do it. it's dangerous and here's why. when we think things on we think no big deal right? but it's a big deal because behavorial economists have found when we think things on and look in the mirror the brain actually registers that item as being our actual possession. if you created a situation for yourself where if you don't buy the shoes or the blouse, your
5:36 am
mind will feel a sense of loss. so stop doing it. and one last quick one for you. it's on sale. so i'm saving money. it's on sale. so i'm saving money? no. >> yes. >> spending money. >> you're spending money. you did not -- you did not save 50%. you've spent $20 on something that you don't need. >> if i bought it earlier it would have been more. >> you don't need it okay? bottom line. do not shop in the back of the stores -- the sale racks don't seek out the circulars unless you actually need the items. you are shopping for. you are not saving money. >> if i think about it three days later -- then i go back because i know it's destiny. >> then it's not an impulse buy. >> the difference between men and women was evidenced right here off-camera. you're reading the whole story and andrea is going oh, yeah. she's looking at the monitor and totally agreeing. i'm like yeah okay. >> i'm a hypocrite this morning. >> right because what? what do we have coming up next
5:37 am
jess? >> daily deals. >> buy something that costs what? >> $49,000. >> she's going to explain that little dichotomy. >> you'll see. >> originally $1 million so i'm saving money. thank you jess. stick around. >> oh man. can you shell out $1 million for a piece of art? maybe. if you have a lot of money. details coming up. >> it's a deal? >> plus your children aren't the only ones picking up the ipad faster than you are. we'll show

inches of really fluffy snow. you know vdot can't be everywhere and if they didn't get to the roads they are slippery this morning. this afternoon and evening maybe an inch or so in spots. southeastern virginia there could be 2 to 4 down in the norfolk area and western maryland 6 inches or more because is snow is going to linger overnight a little bit. here's a look at the day planner on this friday morning. we're starting cloudy and cold and teens out there in most areas. 22 in washington by 8:00. by noon 27. we'll see some snow developing by mid-afternoon here in the metro and it will be around for the afternoon commute home. so that's why we've got a winter weather advisory in effect. highs in the upper 20s. and the system that's coming our way. is really two pieces of energy. one in the south and one in the north. now if they were to get together and phase as we call it meteorologically we can get a big storm out of this. it's not going to be until the storm is out here. sorry snow lovers no big event here in the metro but the
5:48 am
favorited mountains could get 6- inches, in fact warm enough aloft we have freezing rain falling across southern kentucky and tennessee this morning. but the snow is going to take a while to get here and the air is really dold. 8 degrees now in williamsport and we're 20 at reagan national and low to mid-teens in some of the suburbs this morning. outside on our michael & son weather camera, really good visibility under cloudy skies. north northwesterly winds at 10. it's 20 degrees feeling like 9 and the dew point is at 1 below. one of the problems we have to overcome is it's very dry air with the 21-degree spread between the temperature and the dew point humidity at 40%. the initial snow will likely be evaporating. so second storm on the way. yesterday was storm number one and it will arrive this afternoon. looks like 1 to possibly 3 for the metro area. really leaning more to the 1 inch total. that 3 hagerstown those areas near the maryland and pennsylvania border and in southeastern virginia you get
5:49 am
down to richmond some 2 and 30- inch totals. a milder period as we head to sunday and beyond. big picture we got some storms coming from the west coast. this is going to give us a big warmup to the middle of next week. in the short term though here's that system and you can see south of chicago some of the darker blushes we've got some -- blues so we've got more moderate snow mixing in there as we head to indiana this morning and that energy will be coming toward us as we get into the afternoon and evening hours. futurecast i'm going to have stop it here at 2:30 this afternoon and you notice the snow is out to the west and not all of this might be reaching the ground. but to the afternoon and evening rush hour. look at this 6:00 p.m. just about everybody dealing with light snow here. by 9:00, again i'm going to use route 15 as the borderline here with the snow winding down and look at that by midnight, it is already east of us. not expecting a lot and this is just one of several computer models i look at and it's producing an inch here in washington.
